Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are conducted: positive announcements are issued from different nations. Immense energy is devoted on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a ability provided through current data. From witness perspectives, military aircraft that had been dispatched to engage hostile cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, probably provided by partner states. Every firing shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: possibly the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and another blackout.
Ongoing Risks
Not long after, a heavy machine gun engaged a drone in the vicinity, part of a rapid response unit – most likely Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.
Periodically, this continued until dawn. Kyiv faced the early updates: multiple fatalities, devastation and heating outages in multiple buildings as a result of the night's assault. As always, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's vital need on external assistance – a dependence that European nations are demonstrably unable to fill in the immediate future.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new approach from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, persist.
Strategic Calculations
It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unrealistic to force Russia to abandon the land that it presently holds in Ukraine's occupied territories.
The problem is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not change more in its favour in the near future.
Divergent Views
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing people and territory but avoiding a total frontline collapse until situations evolve in its benefit.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: personal goals to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.
These opposing factors are driving the talks.
Assessment and Future
It took a just a single week to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.
While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
